Not the best quality, Sizing Off

Be weary buying this dress. My waist is a 30in with a 34in bust and 33in hips. The majority of my measurements make me a medium, but I was worried it would be too big. I decided to order a small since this is a strapless dress. I didn’t need to worry since the dress is too large. When wearing it strapless, it slips down.
